The ECCBC Comprehensive System Plan, including service components and infrastructure components, is being developed by ECCBC.  It will provide the rationale for the early childhood system in Boulder County.  It will detail the steps of the development of the system and will contain recommendations from:

• ECCBC Community Forums,
• Expert Committee,
• Finance Taskforce, and
• Leadership Committee.

The plan will ultimately include sections on system governance, finance and quality assurance and will serve as a blueprint for implementation of the system.  An initial draft of this document is anticipated to be available in late 2008.
